That looks a lot like a project a buddy of mine and I had thought about. Put an RF transmitter near or within the sleeve (so as not to add swing weight), and then a strain gauge on the shaft. You just need a little info on the mechanical properties on the shaft and there you go (those could be found by testing that particular oar).
